Error You cannot edit the task list object with activity type V

Hello,

  I am Attempting to Assign materials to components in routing.

Program in use

object 0170

method 0002

t-code ca02

OSS note 313897 has been applied

I have created 2 files one header and one detail for the data and execute the batch program to change.

the error I receive is

C\ 045 V

   You cannot edit the task list object with activity type V

I have read in the blogs and they have lead me to OSS note 313897 which has been applied to the system already, I still get the error.

My files include the following.

header:

MATNR

WERKS

PLNTY

PLNNR

PLNAL

Detail:

PLNNR not used in mapping

PLNAL

PLNFL constant '00000'

VORNR

STLTY

STLNR

MATNR main material in routing, I have used the BOM matnr in case this was the field.

WERKS

BOMAT

I still get the errors. I did use  001 but to no avail and I did read 0001 was for creation ONLY

BTW:  I did complete a recording for the task but it does take too long this is why I am looking into the batch input methods.
